Rental Arbitrage in San Antonio, TX: Rules, Rents and Landlords

By the NestNights operator team · Rules checked 2026-10-29 · Updated 2026-10-29

Unlike Houston, San Antonio has regulated short-term rentals since 2018, so the rules are settled, enforced and well documented. The city tightened them in 2024 and raised permit fees again in October 2026. For a leased apartment, the rules push most operators toward 30+ night furnished stays, and low rents make that workable.

This page covers the permit system and its density cap, what a two-bedroom costs and rents for furnished, who books 30+ night stays, which landlords are likeliest to approve a corporate lease, and the San Antonio-specific ways a deal goes wrong. Every figure is cited and the rules were checked on the date shown above.

Is rental arbitrage legal in San Antonio?

Yes, with a permit for nightly stays and the owner's written authorization. Ordinance 2018-11-01-0858, amended by Ordinance 2024-06-13-0433, defines a short-term rental as a house, apartment, condo or accessory dwelling rented for less than 30 consecutive days (and at least 12 hours). Each unit needs its own permit, valid three years, non-transferable, with the permit number on every listing. Type 1 covers the owner's or operator's primary residence and has no cap. Type 2 covers everything else, including an arbitrage unit.

The city's application is plain: if the applicant is not the owner, "a notarized authorization from the owner is needed." Type 2 permits are capped at 12.5% of dwelling units per block face or multifamily building, rounded down, with at least one per block face or property. Past that, you need a Board of Adjustment special exception ($690 for non-homestead applicants, plus 8%), and the city's own report shows 25% of 87 cases approved. The unit also needs an off-street parking space, a 24/7 operator, and zoning other than C-3, L, I-1 or I-2. Permits are city-limits only: Alamo Heights, Leon Valley, Hollywood Park and the other enclave cities set their own rules.

Enforcement is real. In FY2025 the city had 3,339 active permits (77% Type 2), ran 1,820 investigations, found 582 violations and revoked 516 permits. Since the 2024 amendment, platforms must remove listings without a valid permit number, and three citations in three years costs the permit. Stays of 30 or more consecutive days fall outside the definition: no permit, no hotel tax, and no 31-day quirk.

What does a San Antonio 2-bedroom cost, and what does it rent for furnished?

Low, and still falling. Zumper's October 2026 median for a two-bedroom apartment is $1,204, with two-bedrooms of all types down 6% in a year; Apartment List's October figure is $1,173, down 3.5%.

Furnished 30+ night rates are listing asks with no index behind them, so treat them as a ceiling. Corporate housing listings for two-bedrooms run $1,504 on the far west side, $2,029 in 78238 and $2,542 in 78248, and a 2026 travel-nurse guide quotes $2,600–3,600 for a furnished 2BR. Furnished Finder's 206 live two-bedroom asks across central San Antonio put the middle half at $1,800–2,610 (median $2,100), so plan on $1,800 to $2,600 for a clean two-bedroom; on the far west and south sides, assume the low end. The Medical Center has the deepest travel-nurse demand but not the top rates: listings with Medical Center in the title have a $1,950 median, and none ask more than $2,500. The top-performing units ask about $2,800 and up (the top 10% of independent hosts, a $2,838 median for Landing-managed Class-A units, $2,800–3,805 at Republic at Alamo Heights), sit in Alamo Heights, King William, Southtown and Pearl, and nearly all include utilities (worth about $250 a month), in-unit laundry (98% of top-quartile listings vs 82% of the rest), parking, two or more baths, pets and a 30-night minimum; these are asks, not booked rents.

Nightly numbers are weak for Airbnb arbitrage. One vendor estimate (AirROI, October 2025 to September 2026) shows 41% occupancy at a $204 average daily rate across 5,399 listings, and a median two-bedroom grossing about $13,400 a year. That is less than a year of rent at the median, before the hotel tax and the permit.

Does the math work in San Antonio?

Yes at the median, and comfortably with a concession or a top-of-range rate. We ran four two-bedroom scenarios through our Deal Analyzer with its default assumptions: 85% occupancy, 90-night stays, $150 per turnover, 3% platform fees, $365 a month for utilities, insurance and supplies, $5,000 per bedroom to furnish, a deposit equal to one month's rent, and $800 to source the unit.

At the $1,204 median rent and a $2,300 furnished rate, the unit nets about $280 a month at a 72% break-even occupancy, with a 49-month payback: workable but slow. Take the rent down to $1,070 (a free month spread over a year plus a small negotiated discount) and it nets about $410 at 66% break-even. Hold the median rent but get $2,600, the top of the typical range, and it's about $525 a month, 64% break-even, 26-month payback. At the $2,800 top-performing rate it nets about $690 a month at 59% break-even with a 20-month payback, well past the twice-rent test. Getting that rate takes an Alamo Heights, King William, Southtown or Pearl location, utilities included, in-unit laundry, parking and a second bath, not a Medical Center address. The quick test is that the furnished rate should be about twice the rent. In San Antonio that means roughly $2,400 against a $1,204 lease, inside the typical furnished range rather than at the top of it.

Who books 30+ night stays in San Antonio?

Clinicians and the military. The South Texas Medical Center on the northwest side has 14 hospitals and about 87,000 employees, including University, Methodist, Methodist Children's and CHRISTUS. Travel nurses on 13-week contracts are the core furnished tenant.

Joint Base San Antonio (Lackland, Fort Sam Houston and Randolph) had 74,713 direct employees in 2025 and an average daily student load of 23,867. Lackland's basic training alone has more than 9,000 students and graduates more than 79,000 a year, which brings instructors on temporary duty, families between postings and graduation-week visitors. Brooke Army Medical Center at Fort Sam adds about 8,500 staff plus contract clinicians and patient families. The Stock Show & Rodeo (February 11–28, 2027, about 1.5 million visitors) is a nightly peak, and after floods like June 2025's, insurer-paid displacement housing follows.

Where will San Antonio landlords say yes?

Almost anywhere new, because San Antonio has the softest big apartment market in the country. RealPage put occupancy at 92.5% in September 2025, the lowest of the 50 largest markets. CoStar's vacancy hit 16% at the start of 2026 and was 14.9% in Q3 (6.9% in 2022), Northmarq counted 1,700 units of negative absorption in Q1 2026, and Apartment List found 56.8% of properties offering at least a free month in September 2026.

The pressure is easing, which is the reason to move now. Deliveries fall from 13,000–14,000 units in 2024 to about 5,000 in 2026 and 2,000 in 2027, and CoStar expects concessions to end and rents to rise from late 2027. The remaining pipeline is concentrated in South Central (about 900 units) and Far West (about 620), with a run of bond-assisted lease-ups downtown. Those are the buildings our finding-properties guide tells you to call first. If you plan any nightly stays, ask the leasing office how many Type 2 permits the property already holds.

Which San Antonio neighborhoods should you target?

Start near the hospitals and the bases, where the tenants already are. Rents are Zumper neighborhood averages unless noted.

What goes wrong in San Antonio?

The density lottery. A 100-unit complex gets at most 12 Type 2 permits, first come, and only about a quarter of special exceptions are approved. The $1,080 is paid up front for three years and the permit can't be transferred. Stays of 30+ nights avoid the cap.

Hotel tax paperwork. Airbnb and Vrbo have remitted the city's 9% for operators since March 10, 2025, but you still file a monthly city report through Neumo (hoteltaxonline.com), even at $0, and remit the county share yourself. The county rate itself differs between city pages: the Development Services STR page says 1.75% and the Finance hotel-tax page says 2%, so confirm it before you price. Tax delinquency is the leading reason permits are revoked.

Covenants and the lease. The city does not enforce HOA rules or deed restrictions, but it expects you to check them. Tarr v. Timberwood Park (2018), a San Antonio case, held that a bare "residential purposes" or "single family" covenant doesn't bar short-term rentals; an explicit restriction still does. Under Property Code §91.005, an unconsented sublet lets the landlord terminate and evict both you and your guest.

Flooding and the rent reset. Creek-adjacent units carry flood, outage and insurance risk: the June 2025 flash flood dropped 3 to 8 inches of rain and killed more than 10 people. And when concessions end from late 2027, a one-year lease renews higher; price the deal at the full rent, not the effective one.

Frequently asked questions

Do I need a San Antonio STR permit if every stay is 30 nights or longer?

No. The ordinance covers stays of less than 30 consecutive days. A unit rented only for 30+ day furnished stays needs no city permit and owes no hotel occupancy tax, but your lease still has to allow the use.

Can a tenant, not the owner, get a short-term rental permit in San Antonio?

Yes, with a notarized authorization from the owner. A unit you don't live in needs a Type 2 permit ($1,000 plus 8%, three years) within the building's 12.5% allotment, so ask how many permits the property already holds.

What taxes apply to short stays in San Antonio?

About 16.75–17% on stays under 30 days: 6% state, 9% city (7% plus 2% for the convention center) and a Bexar County share that the city's own pages list as 1.75% or 2%. Airbnb and Vrbo remit the city share; you still file a monthly city report and remit the county share yourself. Stays of 30+ consecutive days are exempt.

Is rental arbitrage legal in Texas?

Texas has no state law against it and no state preemption of city short-term rental rules; the 2025 marketplace bill, HB 2767, stalled at the House Calendars stage in April 2025. What state law does require is the landlord's consent to sublet (Property Code §91.005). Each city sets its own permit rules, so check the ordinance where the unit is; our Houston page covers a very different system.

Is San Antonio a good city for rental arbitrage?

For mid-term rentals, yes: rents are low, concessions are everywhere, and the Medical Center and Joint Base San Antonio supply steady 30+ night tenants. A two-bedroom at the median rent clears the twice-rent test at about $2,400 furnished. Nightly is harder because of the density cap and weak occupancy. Run your own numbers in the Deal Analyzer and read the mid-term playbook before you sign; or start a San Antonio search and we'll bring you units with the landlord's approval in writing.
